Job Description

Description: The Payroll and Human Resource Specialist plays a critical role in ensuring accurate payroll processing and providing comprehensive HR support for the lay professionals (approx.. 50) in a non-profit environment. This individual will be responsible for managing payroll operations and participating in a wide range of HR functions, including employee relations, benefits administration, recruitment, and compliance. The ideal candidate will have a deep understanding of payroll systems, HR best practices, and nonprofit organizational dynamics, with a commitment to supporting the mission of the Western Dominican Province.

Key Responsibilities:
Payroll Management:
Process bi-monthly payroll for staff and employees, ensuring timely and accurate compensation.
Verify timesheets, manage payroll deductions, and maintain employee payroll records.
Handle employee questions regarding payroll, tax issues, and timekeeping
Ensure compliance with federal, state, and local payroll laws and regulations relevant to nonprofit organizations.
Manage payroll audits and reconciliation of payroll-related accounts.
Coordinate and process garnishments, special pay arrangements, and benefits deductions.
Human Resources Generalist Duties:
Support full-cycle recruitment, including job postings, candidate screening, interviewing, and onboarding, with an emphasis on attracting mission-aligned talent.
Maintain accurate employee records and ensure compliance with nonprofit labor laws and internal policies.
Administer employee benefits programs, including health, retirement, and leave policies.
Provide guidance and support for employee relations, addressing concerns and facilitating conflict resolution that reflects the organization's culture and values.
Assist in performance management processes, including evaluations, goal-setting, and development plans.
Ensure compliance with employment regulations, including EEO, FMLA, and FLSA.
Assist in developing and updating HR policies and procedures that reflect nonprofit best practices and changing labor laws.
Lead employee engagement initiatives, including staff training, wellness programs, and volunteer coordination to foster a supportive and collaborative work environment.

Qualifications:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying
Proficiency with payroll systems (e.g., Paychex, Connecteam, QuickBooks) and HR software (e.g., Gusto, Bamboo, Paychex).
Efficient in Microsoft Office.
Strong knowledge of nonprofit payroll regulations, tax laws, and HR compliance requirements.
Excellent interpersonal, organizational, and communication skills.
Ability to manage sensitive and confidential information with discretion.
Attention to detail and accuracy, particularly in payroll and compliance documentation.
Certification in Payroll (CPP) or Human Resources (PHR, SHRM-CP) is a plus.
